Prepaid tuition plans flawed but still popular

CHICAGO (AP) ? Prepaid college tuition plans are no longer the surefire solution to runaway tuition costs they once seemed.

The mostly state-sponsored plans were designed as a way to save for college by locking in at least a portion of future tuition at today's prices.

The premise remains sound: Pay now to minimize the shock of rising costs. After all, tuition has increased an average 7 percent annually since 1990 and shows no sign of slowing down.

But the battered finances of state governments has raised questions about whether some plans will live up to their promises.

Numerous states have shut down their plans or changed them as their deficits widened. Facing shortfalls, some have bumped up the prices by charging substantial premiums above the cost of current tuition. And several of the 11 open plans do not offer guarantees.

"It's a model that doesn't always work," says Joseph Hurley, a CPA and the founder of Savingforcollege.com.

College financing experts advise parents and students to carefully review the specifics of their state's plan and determine if it makes sense for them.

A closer look at some important points to consider about prepaid plans:

BASICS

A prepaid tuition plan allows families to buy future tuition units or credits at current prices. If you purchase shares worth one semester's tuition when your child is young, the shares should always be worth one semester's tuition regardless of how much rates increase. The credits can sometimes also be applied to room and board.

Most prepaid plans have residency requirements. Purchased credits can be applied toward a college in another state, but there's no assurance the full cost will be covered. If a student decides to attend a private or out-of-state college, the plans typically pay the average of in-state public college tuition, according to Mark Kantrowitz, founder of the financial aid site FinAid.org.

States invest families' money in the stock market and use their investment returns to pay for the tuition.

But some programs have run into trouble after investments lost money in the market downturn in 2008-09 and tuition rose faster than expected.

Alabama had to make compromises in its program this spring in order to keep it operating, and now pays less than full tuition. Prepaid plans in Kentucky, Illinois and South Carolina are less than 80 percent funded for future payouts, raising the risk of future changes.

AVAILABLE PLANS

There are 21 prepaid plans offered in 19 states. But 10 states have closed plans to new participants.

Among the 11 open plans, only Massachusetts, Mississippi and Washington guarantee theirs with the "full faith and credit of the state," according to the College Savings Plans Network. That means they will borrow if necessary to make up the difference if the plans run short of money.

Alaska, Florida, Maryland and Virginia also back their plans with differing guarantees. Open plans in Michigan, Nevada, Illinois, Pennsylvania and Texas are backed only by the funds' assets.

Just two prepaid plans are open to residents of any state: Massachusetts' U.Plan program and the Private College 529 Plan, sponsored by the Tuition Plan Consortium representing more than 270 private colleges and universities nationwide.

PROS

Advocates of prepaid tuition plans call them "peace of mind programs" and say they still offer that comfort.

"They're still very appealing in this environment with unknown amounts of tuition increases as well as investment volatility ahead of you," says Joan Marshall, executive director of College Savings Plans of Maryland. "A couple of states clearly have had problems, but it's unfair to lump them all in together."

Prepaid plans as a whole are 93 percent funded, up from 91 percent a year ago and that's more than adequate to assure future payouts, according to the College Savings Plans Network.

As to any fears of not getting your money back, Marshall says no one who has used a prepaid plan has received a lower amount than was paid in.

Kathy and Joe Halliday of Bel Air, Md., paid off their daughter's tuition through Maryland's prepaid plan by the time she was in middle school. That meant they didn't agonize when the stock market crumbled. The plan covered Leah's two years in community college and now will take care of her tuition at Johns Hopkins University.

"It was a great relief," Kathy says. "It was the best financial investment we ever made."

Mat Forrest and his wife Jillian of West Palm Beach, Fla., recently purchased a Florida prepaid college plan for their daughter Addison, who turns 2 in August. He acknowledges that the interest rate is small and they might well do better investing the money in a stock plan. But he likes the simplicity of being locked into a fixed monthly payment of $287.71 and knowing that should take care of Addison's college tuition.

"Any time you can lock in the cost 18 years before you need to pay it, that's probably a good thing," he says. "And I don't need to stress out over the markets."

CONS

Some experts who once recommended the plans for new investors no longer do. They cite the increased risk that states won't make good on their original commitments and the chance that parents will have to pay more to make up for shortfalls in state funds.

"Peace of mind may be a fiction," says Kantrowitz. "If you're investing now for the first time, the money may disappear by the time your child is ready for college."

While losing your money is unlikely, there's a real chance of seeing your investment stay flat or even decline in value if the state makes changes that dilute the plan.

Apple CEO on friending Facebook, educating Siri and killing Ping

Apple CEO Tim Cook sat down for an in-depth?interview during the?All?Things?Digital conference in?Rancho Palos Verdes, California on Tuesday.?Cook discussed where Apple's been and ??more importantly ??where it's going. He also slipped in some hints about the future of Siri, the doom of Ping, and a potential relationship between Apple and Facebook.

Cook started his conversation with his hosts, Kara Swisher and Walt Mossberg, by declaring that he has never been as amazed by "all the things [he] cannot talk about" right now. "The juices are flowing and we have some incredible things coming out," he explained.

While Cook touched on a range of topics, including Apple's manufacturing plans, during the interview, my ears twitched when he mentioned good ol' Ping.?

Ping ??iTunes Ping, to use its proper name ??is a social network of sorts that's baked into Apple's desktop?media player software. The feature was not received particularly well by most users, who criticized its limited availability, the?prevalence?of fake celebrity accounts, the removal of Facebook integration, and initial waves of spam.?

When asked about what happened to Ping, Cook explained that it seems as if the average customer is saying that it "isn?t something that [he or she wants] to put a lot of energy into."

"Will we kill it? I don't know. We'll look at that," he remarked before host Swisher quipped that Apple could "totally sell [Ping] to Google+."

While it sounds as if Ping is doomed, there is potentially brighter news when it comes to other social network integration. Cook remarked that "Facebook is a great company" and that he has "great appreciation for them."

?We have great respect for them," he emphasized, again."?I think we can do more with them. Just stay tuned on this one.???

Sounds like Facebook and Apple might be changing their relationship status settings at some point in the near future. Hopefully the social network won't get jealous of all the attention Apple is giving Siri, the personal assistant built into the latest generation iPhone, though. Because Siri is definitely here to stay for a while.

?Customers love it. It?s one of the most popular features of iPhone 4S," Cook told Swisher and Mossberg. "But there?s more that it can do, and we have a lot of people working on this. And I think you will be really pleased with some of the things you?ll see over the coming months on this. We have some cool ideas about what Siri can do. We have a lot going on on this.?

Music For Motivation


Would you like to pop in a CD and have a better quality of life, and even self improvement? There are three ways you can use music to accomplish this.

Music For Motivation

Put on energetic music, and even doing housework seems less like work. Using music to motivate yourself or change your mood is an area where you can trust your experience and experimentation. When you find the msic that energizes you, relaxes you, or makes you happy, keep it ready for when you need it.

Music For Intelligence

Music creates neural pathways in your brain that stimulate creativity. Studies show that music trains the brain for higher forms of thinking. In one study, three-year-olds were split into two groups. The first had no special training in, or exposure to music. The second group studied piano and sang daily in chorus.

Eight months later the musical three-year-olds were much better at solving puzzles.

They also scored 80% higher in spatial intelligence than the other group. There's also anectdotal evidence that listening to music, especially from Mozart's era, can help you study and learn better.

Hopefully there will be more research. In the meantime there's no reason not to do your own experimentation. I've heard that Stephen King writes with loud rock music playing, so the benefits of music may be according to your own tastes or brain-organization.

Music For Brainwave Entrainment

Want to listen to some music, and get smarter, or have instant easy meditation? There are products now that "entrain" your brainwaves, in order to put you in a meditative state. Music is embedded with beats and pulses that entrain your brain waves to a specific frequency. Put in the right CD or MP3 for your activity, and you get better brain function. Science? Partly.

Brain wave frequencies vary with mental state. Daydreaming and light meditation take place in the "Alpha" range of frequencies, for example. So if you listen to music containing beats at a frequency of 10 Hz you will generate more brainwaves at a 10 Hz frequency and enter a relaxed Alpha mental state. Do these things really work?

Yes. I've found two products that put me in a peaceful state unlike any other music or meditative practice. Studies will prove the effects (some have already), and disprove the wilder claims. Given my results, however, I wouldn't wait for more research. Many things work long before the scientific proof arrives.

If you are skeptical, you can wait for more evidence of the benefits of brainwave entrainment. Meanwhile, why not try classical music when you study, just to see if it helps? Experiment with music - Mozart isn't dangerous.

CD Ripper

A CD Ripper program allows you to convert tracks from a compact disc to your mp3 player, or onto your computer. You can make your own mp3s from audio CDs, so that you make your own song selections. You can also convert batches of WAV decoded files at a time to mp3 files on the CD Ripper, and if you want to download this program onto your computer, you?ll need to have Microsoft Windows 95, 98, or 2000, and a CD-ROM drive. For most CD Ripper programs, you can try a free download first before purchasing the product.

Audio Editors

If you are into recording and creating your own music, an audio editor program may be a good investment. An audio editor program allows you to save your own studio sessions or songs to modify later. Most include a metronome (to keep music and vocals in rhythm) and an audio mixer. The mixer allows you to adjust different music track settings like tone, pitch or volume. On some programs you can even ?beat match? between tracks, thus allowing for a smoother transition between songs. One audio editing program you may want to try is Blaze Media Pro, a program which is also a CD burner and converter. And, if you?re recording a large file, most audio editors will be able to support your files with no problem at all. If you are using a multi-track editor, one thing to keep in mind is whether your sound card and memory capabilities are up to the task of handling large volumes of songs,.

Although most audio editor programs are commercial (and not freeware) and have a standard price tag, you can receive free trials for audio editor programs as well. Be aware of the memory and sound card requirements as designated by the company who produces the software. Depending on who makes the software, it may be available for Windows XP, Windows 98, ME, 2000 and even Mac OSX.

St. Thomas real estate analysis: lower-priced homes are 'flying off ...

While it?s not a term often used to describe the housing market, a University of St. Thomas real estate faculty member observed that ?the market for single-family homes priced under $140,000 has become quite active. They are flying off the shelves right now,? said Herb Tousley, director of real estate programs at the university.

The finding was one of several signs of a healthier housing market that were outlined in the Residential Real Estate Price Report Index, a monthly analysis of the 13-county Twin Cities area prepared by the Shenehon Center for Real Estate at St. Thomas? Opus College of Business.

Tousley said that new listings for the lower-priced homes are coming onto the market at a rate of about 1,100 per month and they are being sold at a rate of about 900 t0 1,000 per month.

?The number of homes on the market in this price range has steadily been declining since the beginning of the year,? he said. ?Although many of these homes are foreclosures and short sales, there are several types of buyers, including first-time homeowners and investors, who are purchasing these properties at a fast clip.?

Because of the active market, there is just a 3.1-month supply of the less-expensive properties compared to a 4.7-month supply for the market as a whole.

Here are other signs that point to the beginning of a healthier housing market in the Twin Cities:

  • The median price for traditional-home sales (not foreclosures or short sales, which are homes sold for a price less than the outstanding mortgage balance) continued to rise in April after recording a strong gain in March. The March-to-April increase was 1.8 percent, with the median price moving from $196,000 to $199,500.
  • The number of homes for sale in the Twin Cities continues to remain low by historical standards.? In April, as in March, homes were being sold at a rate nearly as great as the rate they came on the market. It the trend continues, the inventory will remain low and that will help boost sales prices.
  • The percentage of distressed sales (foreclosures and short sales) remained below 50 percent for the second-consecutive month. In April, 42.8 percent of all homes sold in the Twin Cities market were distressed, the lowest percentage in 17 months.
  • St. Thomas? composite index uses nine data elements to track the health of the traditional, foreclosure and short-sale markets.? For April, the traditional-sale index gained 1.9 percent over March, the short-sale index rebounded 2.4 percent, and the foreclosure index increased 4.6 percent.

April?s data indicates that foreclosures appear to be finding a bottom. Tousley said, however, ?that does not mean the foreclosure crisis is behind us. There are still many properties that need to be sold and the relatively high rate of distressed-property sales is going to be with us for several years.?

?The bottom line is that most of the median-sale price increase that occurred in April was driven by the sale of traditional, single-family homes. This is a healthy development because both the median sale price and the number of traditional, single-family homes on the market increased significantly in April,? Tousley said.

And while April?s data is ?one more step in the right direction,? Tousley cautioned that ?median prices and sales volumes will have to continue to exceed the previous year?s levels for the balance of 2012 before we can say that the housing market truly is on the road to recovery.?

    Family business is funny business. As they say ?Families are like fudge ? mostly sweet with a few nuts.? No matter how perfect someone?s life appears to you (stunning and charming spouse, brilliant children, home is a mansion replete with fast cars, maids and drivers to order), everyone has something. By this I mean, situations which are less than pleasant only known to kith and kin, particularly in terms of relationships. It could mean the family matriarch not being in good terms with a daughter-in-law, or cousins not seeing eye to eye over personal matters. Or a sibling who feels he has always been unfairly treated by another. In some cases, these situations give birth to strained relationships which may lead to avoidance or withdrawal or worse, of one or more of the parties involved.

    Interestingly, the festive season is a period when these strained relationships are tested to the full. Particularly because inMalaysia, the festive season is the time when most family members young and old convene. Usually, this is done at the paternal or maternal grandparents? home. Even if the venue is spacious, having several adult children along with their little kids and maids under one roof is not exactly comfortable when everyone knows someone is not on talking terms with someone else. It might mean a sister-in-law quietly getting up to find another spot to sit the moment the in-law she?s having issues with appears in the dining hall. Or one of the adult children checking when his elder brother is arriving and leaving the venue of a family get-together to minimize possible interactions.

    I firmly believe that the elders in the family, especially grandparents, can play a crucial role in diffusing potential landmines such as those mentioned above. To be specific, as an elder, you can:

    1. Choose to be a buffer. As an elder, you can play this role ever subtly. For example, your daughter and son have not been talking to each other for months. You know that there?s a dish that they both like and your daughter was supposed to arrive on Sunday and your son, the following day. Cook extra. As your daughter is enjoying the dish the day she arrives, you could gently suggest to her, ?Hmmm ? You brother will be here tomorrow. Shall we keep some for him, dear?? Now, since you have already cooked plenty of that dish (more than your daughter could ever eat), she doesn?t have much choice but to respond with a ?Yes?. Even if it?s a grunt, it?s all you need. Then, when your son arrives, tell him ?Your sister said to keep this for you. She knows it?s your favourite as much as it?s hers.? Believe me, it will help thaw the ice between the two.
    2. Do not compare one family member with another. More than likely, you would have kids who do better than the rest. Never make remarks that highlight this already known fact. Your thirty-year-old son who drives a rundown motorbike and rents a room downtown doesn?t need any reminder that his younger brother who owns three BMWs and resides in a penthouse is much wealthier than him. Such remarks only add to the discord and envy between the two.
    3. Avoid putting anyone on the spot or adding salt to the wound. If you know that two or more family members are at odds with one another, don?t add to their discomfort or to the sourness of their relationship by throwing negative comments or enquiring about the state of their relationships, unless in such a way as to help them feel warmer to each other or to help resolve the conflict.
    4. Appreciate and acknowledge. Some families have a tradition of having potluck dinners to celebrate the festive season. This means that each family contributes a dish to reduce the preparation that the host needs to do. Or, in some other families, the adult children will contribute cakes or cookies to serve guests. It is not unusual to hear remarks made by the elders praising a certain dish / cake / cookies in front of guests / in-laws / other family members while putting down another. How much better if you acknowledge and appreciate each and every contribution made, regardless of how it looks or tastes, as it?s the thought that truly counts.

    In Malaysia, the festive season is a time of giving. It?s customary for working adults, for instance, to present angpow or duit raya or pocket money to the younger ones and their elders. Tangible gifts like money, cakes or cookies may be spent and disappear as quickly as they change hands.     "They had a growth of jobs of about 40,000. We had a growth of jobs of 500,000. So I was comparing what I thought was my far superior record to his otherwise decent second," Giuliani told.

    "That's all part of campaigning, The simple fact is Romney has been far more successful in the things he has has done than Barack Obama," Giuliani said.

    After years of dismal and discouraging data showing a seemingly inexorable rise in childhood obesity, recent research in California shows that the fight against this epidemic is finally starting to pay off.

    Late last year, a joint study by the UCLA Center for Health Policy Research and the California Center for Public Health Advocacy found that not only had the increase in childhood obesity stopped, the rate had even started to fall slightly. Whereas the percentage of overweight and obese children in California peaked at 38.5 percent in 2005, the researchers found that by 2010 the proportion had dipped to 38 percent. While a slight decrease, this reversal is significant given the year-after-year rise up until the mid-2000s.

    The study?s authors noted that the improvement was spotty throughout the state. Some counties, such as Alameda, Contra Costa and Kern, saw increases in childhood obesity rates. In Kern, for instance, between 2005 and 2010, the percentage of overweight or obese children rose from 41.4 percent to 43.8, a 2.4 percent increase. In contrast, however, other counties saw marked declines.

    Mammoth Los Angeles County, which always seems to be the punchline of jokes about how bad California is performing in any given category, actually had a greater decrease in childhood obesity than the state as a whole.     As Edwards jury deliberates, speculation grows

    GREENSBORO, N.C. (AP) ? John Edwards tried to make eye contact with each juror as they filed into the courtroom Wednesday before heading home after a fourth day of deliberations without a verdict in his campaign finance trial.

    A former trial lawyer, Edwards is familiar with the old courtroom adage that jurors who return the defendant's gaze with a quick smile or a nod may be leaning toward acquittal, whereas those who turn away could be signaling guilt.

    While the former presidential candidate, the media and court observers look for clues to what the jury is thinking, legal experts caution it's still early in such a complex case to read too much into jurors' body language, dress and demeanor. Even speculating on why they have asked questions about one particular wealthy donor may be going too far.

    "You can always try to come up with these inferences," said Steve Friedland, a former federal prosecutor and professor at Elon University School of Law. "People want signs, but this isn't picking a pope. They won't send up smoke signals."

    Shortly after starting their deliberations Friday, jurors in the Edwards case asked for office supplies and a stack of trial exhibits that included copies of handwritten notes from the 101-year-old heiress Rachel "Bunny" Mellon, one of two wealthy political donors who provided the nearly $1 million used to help hide the Democrat's pregnant mistress as he sought the White House in 2008.

    Edwards is charged with six felony counts related to campaign finance violations. If convicted on all counts, Edwards faces a maximum sentence of up to 30 years in prison, though legal experts predict a term of less than 5 years would be more likely.

    During the nearly four weeks of testimony, the federal courtroom in downtown Greensboro was packed with local retirees and other spectators wanting to catch a glimpse of the fallen political star.

    The crowd has since thinned. Most of those left are the dozens of news reporters waiting on the jury's decision. Outside the courthouse front doors, a tent city is erected each morning by the photographers and television cameramen who capture the daily ritual of Edwards, his parents and his eldest daughter arriving and leaving each day.

    In between, the media lounge in camping chairs, check email and speculate.

    The fact the jury foreman was wearing blue jeans on Wednesday was interpreted to mean a decision was still at least a day away. People dress up more when they think they might be photographed, it was suggested.

    The jurors deliberate in a windowless conference room, their privacy protected by U.S. Marshals. Their lunch is catered inside.

    The group of eight men and four women mostly come from middle-class backgrounds, including a retired fireman, a special education teacher, a plumber, a retired railroad engineer and two mechanics. There are also jurors with strong financial acumen, including a corporate vice president and a retired accountant.

    During jury selection, one juror recounted handing out pamphlets supporting Democratic President Barack Obama in 2008, while another said he had put out yard signs over the years supporting Republican candidates.

    To convict Edwards, U.S. District Court Judge Catherine C. Eagles instructed the jurors they must conclude beyond a reasonable doubt not only that the candidate knew about the secret payments made on his behalf, but he knew the cover up was illegal and that he went ahead anyway. Even legal experts with detailed knowledge of federal campaign finance rules are split on whether Edwards violated the law.

    Hampton Dellinger, a Raleigh lawyer who has attended the trial, said the longer the jury goes without reaching a verdict, the more likely they are to deadlock on some or all of the charges.

    "The more you think about this case, the more confusing it can get," Dellinger said. "Our campaign finance laws are very, very complicated."

    If the jury does eventually signal to Eagles they are deadlocked, the judge is likely to read them an Allen Charge that encourages them to reconsider their positions and deliberate further.

    Friedland cautioned that even a week of deliberation is not uncalled for in such a lengthy and complex case.

    "What they're doing is their due diligence," the law professor said. "This shows the system is working and there is no rush to judgment. But if it stretches longer than a week that is a sign there is real disagreement."

    The Edwards jury will return for a fifth day of discussions Thursday.
