NYTimes starts Chinese site; microblogs go offline

(AP) ? The New York Times started a Chinese-language website Thursday, generating so much interest in China that thousands of followers flocked to two of its microblogs accounts. Both were apparently taken offline for several hours, but it was not clear if government interference was the reason.

The Times' accounts on microblog sites hosted by two popular Chinese web portals were offline Thursday morning, said Craig Smith, the paper's China managing director. "We are seeking to clarify the situation with those accounts," said Smith, adding that the Chinese site cn.nytimes.com has not been affected and continued to receive "strong traffic."

The paper's Chinese microblog accounts were activated Wednesday, attracting around 10,000 followers on Sina Weibo within a day and several thousand users on other sites. But on Thursday morning, the accounts hosted by Sina and Sohu.com appeared to have been taken down. The account on Tencent, another popular portal, remained active but functions such as commenting and forwarding posts were apparently disabled.

By late afternoon, the Times' Sina microblog site was accessible again.

The Times had no indication its microblogs went offline because of the company or its content, or if a technical problem occurred, Smith later said.

Sina public relations staffer Mao Taotao said the site could be accessed and the company had no reports of problems. A male customer service staffer at Sohu surnamed Wang would not comment on whether the Times' account was offline and would say only that he had passed on the query to the relevant departments.

The Chinese blogosphere lit up with speculation that the Times' microblog sites had been censored.

Bloomberg's English-language site, meanwhile, appeared to be inaccessible from mainland China. Bloomberg spokeswoman Belina Tan said the company was looking into reports of technical difficulties on its China website.

The online outages are an indication of the challenges that foreign news organizations face in trying to reach out to the Chinese audience, for whom the main sources of information remain state-controlled media.

The Times joins the Financial Times, the Wall Street Journal and several other English-language news titans in offering news in Chinese to tap into the huge China market and break the government's controls on information.

Regulations prohibit foreign companies from distributing news directly, and to get around that, the Times, like its predecessors, has located its servers offshore. That tactic also leaves them susceptible to being blocked by censors and thereby jeopardizing their advertising.

The Wall Street Journal began its Chinese offerings a decade ago. While the site has struggled at times, executives have said over the past three years it has thrived, reaching more than 35 million page views a month. After it posted an article in October 2010 about the Nobel Peace Prize being awarded to jailed Chinese dissident Liu Xiaobo, the site was blocked for five weeks and lost half its page views, according to a presentation one executive gave a business group.

The deal, announced Monday, comes nearly two weeks after word of Microsoft?s negotiations with Yammer first leaked out in published reports.The acquisition represents Microsoft?s latest attempt to adapt to a major shift in the technology industry, one that is fueling demand for more Internet-connected services and social-networking tools.The upheaval is threatening to marginalize Microsoft Corp., the world?s largest software maker, and ultimately diminish the amount of money coming in from sales of its Windows operating system and a wide range of applications designed primarily for personal computers.As part of its effort to remain relevant, Microsoft paid $8.5 billion last year for Internet video chat service Skype in the largest acquisition in its history.In another bold move, Microsoft last week unveiled its own tablet computer, Surface, to compete with Apple Inc.?s iPad. Microsoft CEO Steve Ballmer is counting on Yammer?s sharing tools to ensure that long-established Microsoft applications, including its word processing and spreadsheet programs, remain vital components for getting work done. Google Inc. has emerged as a threat with a toolbox of similar programs that run primarily over the Internet rather than on individual machines.

?Think of Yammer as a fundamental part of our Office family,? Ballmer said on a Monday conference call.

Microsoft will have much of the same autonomy given to Skype since that deal closed eight months ago. Yammer will continue to be run from its San Francisco headquarters by its co-founder and CEO, David Sacks. It will also continue to provide its services separately from Microsoft?s offerings.

Microsoft did not give a time frame for when the deal should close.

Gartner Inc. analyst Larry Cannell said Microsoft?s latest acquisition was smart and reflected ?a recognition that the social capabilities in Microsoft?s products have been deficient.?

Investors couldn?t muster much enthusiasm for the deal on another somber day for the stock market. Microsoft?s stock fell 82 cents, or nearly 3 percent, to close at $29.88.

Although other companies such as Jive Software Inc. and Salesforce.com Inc. are building social networks for businesses, Yammer shares the most DNA with Facebook Inc.

When it started in 2008, Yammer raised its initial funding from Peter Thiel ? Facebook?s first major investor. Thiel formerly worked with Sacks while they were both executives at PayPal, an online payment service that eBay Inc. bought for $1.5 billion in 2002.

The IPO market has gone into a deep freeze since Facebook flopped in its closely watching stock market debut last month. Instead of soaring as had been widely anticipated, Facebook shares plummeted during the first few weeks of trading. Although the stock has rallied recently, it remains 16 percent below the IPO price of $38, which had minted Facebook Inc. with a market value of $104 billion. Facebook shares dropped 99 cents, or 3 percent, Monday to close at $32.06.

Sacks said the frosty conditions in the IPO market didn?t influence Yammer?s decision to sell to Microsoft. The negotiations between the two companies began before Facebook?s IPO, according to Saks and Ballmer.

?Our thinking was based on the fit with Microsoft and the fact that we think Microsoft is a great partner for us in expanding the service and taking it to the next level,? Sacks said.

The sale will provide a hefty return for Yammer?s early backers. The startup has raised about $142 million in venture capital.

NBC/WSJ poll: More would be pleased if health law ruled unconstitutional

With the U.S. Supreme Court set to decide on President Obama's health-care law on Thursday, more Americans say they would be pleased if the law is ruled unconstitutional than constitutional, according to a new NBC News/Wall Street Journal poll.

In the survey, 37 percent say they would be pleased if the Supreme Court finds the law unconstitutional, versus 22 percent who say they would be disappointed with that outcome.

On the flip side, 28 percent say they would be pleased if the court rules the law is constitutional, compared with 35 percent who say they would be disappointed.

But pluralities on both questions maintain they would have mixed feelings with either outcome, suggesting that opinion could change depending on how the Supreme Court ultimately decides on Thursday.

What's more, if the law's individual mandate is found to be unconstitutional, 25 percent say that would hurt them and their families; 18 percent say it would help; and 55 percent say it wouldn't make a difference.

Overall, 35 percent think the health-care law is a good idea, versus 41 percent who believe it's a bad idea -- numbers that have been essentially unchanged in the survey since it was signed into law in March 2010.

The full NBC/WSJ poll -- which was conducted June 20-24 of 1,000 adults, and which has a margin of error of plus-minus 3.1 percentage points -- will be released today at 6:30 p.m.ET.

Debby's deluge: Fla. highway cut; 26 inches in county

Florida's major east-west interstate was cut off Tuesday by Tropical Storm Debby flooding, while one county had already seen 26.2 inches of rain -- topping the official forecast calling for up to 25 inches in a few areas by the time Debby moves out Thursday.

Flash flood warnings were issued for parts of northern Florida and southern Georgia as Debby crawled eastward at just 3 mph.

"This thing is going nowhere fast," said TODAY show meteorologist Al Roker, noting that Debby had no steering currents to guide it. "There's nothing really to kick this thing out."

Parts of Interstate 10 in north Florida were closed due to flooding on a 50-mile stretch east of where I-10 crosses I-75, the Associated Press reported. The Florida Highway Patrol warned motorists to use extreme caution on other parts of the highway.

Hundreds of thousands of people have been impacted, many having to leave flooded homes in Florida's Panhandle on Monday and others losing power or having property hit by twisters.

Wakulla County, Fla., has seen 26.2 inches of rain, weather.com said in a Twitter alert. Authorities there advised people to stay in their homes due to washed out and flooded roads.

In Tampa Bay, a mother manatee was found dead in the water Tuesday off Bayshore Boulevard. Her two calves, which were still alive and later rescued, washed ashore along the flooded road.

Tropical-storm warnings remained in effect for 450 miles of coastline from the Panhandle's Mexico Beach to Englewood, south of Sarasota. Debby is expected to make landfall on Wednesday.

On Monday, Florida Gov. Rick Scott declared a statewide emergency as Debby dumped five inches of rain hourly in some areas.

Weather.com noted that 2012 broke the record for the most named storms so early in the Atlantic season. Debby makes four so far, "leapfrogging Dennis from July 5, 2005.

"In an average year, the fourth named storm would have occurred by August 23," it added. "In terms of named storm counts, we're roughly two months ahead of the pace. That said, there is no correlation between a fast start to the season and the degree of activity of the rest of the season."

Debby was also the first tropical storm of the season to enter the Gulf of Mexico.

Debby earlier left tens of thousands of people without power and forced the closure of key highways and bridges in the Tampa Bay area.

Debby has also spawned some 20 twisters, including one on Sunday that killed a woman, injured her daughter and tore through homes in central Florida's rural Highlands County.

WFLA-TV reported Heather Town died when her home was lifted off its foundation and she and her 3-year-old were thrown into nearby woods. The mother was found clutching the child, who survived.

In Starke, Fla., five dogs drowned early Monday when a swollen creek flooded an animal shelter, The Florida Times-Union reported.

Pinellas County saw flooding and at least 20 homes damaged during a tornado-like storm on Sunday.

Hence the German word Technik, which denotes not only technologies themselves, but also the skills and processes surrounding them. A century ago, leading Western philosophers appreciated the promise and peril of mass industrialization technologies. Oswald Spengler?s Der Mensch und die Technik: Beitrag zu einer Philosophie des Lebens (1931) proposed to integrate technology into a philosophy of life, arguing that Technik is a process that unites our economic, political, educational and cultural systems. The American sociologist Lewis Mumford, in his Technics and Civilization (1934), emphasized that technology must be more than just objects seen as ends in themselves (monotechnics); it must be a collection of ideas and methods that improve society (polytechnics). Technik unites the scientific and mechanical dimensions of technology (determinism) with a necessary concern for its effect on humans and society (constructivism). Technik, then, is the technological quotient of civilization.

Whereas geotechnology is about power, Technik is about adaptability. We live and die by our Technik, the capacity to harness emerging technologies to improve our circumstances. How does our culture deal with the distribution of technology? Can we devise strategies to maximize the upside of technology while minimizing the downside? Instead of West vs. East and democracies vs. dictatorships, actors ranging from cities to diasporas to corporations to cloud communities will compete and collaborate to attain Technik.

Science-fiction author William Gibson?s famous quip that the future is already here but unevenly distributed is the quintessential encapsulation of the fact that we differ in our stages of Technik. In a world of such diverse political forms??? ?democracies, monarchies, authoritarian states?? ?the ?war of ideas? will never be won. Instead, we will increasingly differentiate societies on the basis not of their regime type or income, but of their capacity to harness technology. Societies that continuously upgrade their Technik will thrive.

When standards of living are so perpetually threatened by technological shifts, shouldn?t Technik be a factor in evaluating societal stability? The contrast between the U.N.?s Human Development Index (HDI) and the reigning obsession with per capita GDP illustrates just how important it is to develop a more neutral, long-term-focused metric for progress. Many wealthy societies have low human-development scores (e.g., Arab petro-states), while China?s score is rising quickly even as its per capita income remains modest. We should layer on technology-focused criteria as well, such as the World Economic Forum?s Network Readiness Index (NRI), which assesses the quality of individual access, government regulation and business investment along more than 50 indicators. Not surprisingly, Sweden, Singapore and Finland are at the top, but interestingly, technocratic China scores higher than democratic India, and India higher than Italy. Good Technik requires a combination of the attributes that deliver high human development, economic growth, political inclusiveness and technology preparedness.

Which societies display the best Technik today? Given the high proportion of Asian leadership with science, engineering and math backgrounds, and their countries? export-led growth creating sizable surpluses, it is no surprise that first Japan, and then Korea and China, have invested so heavily in infrastructure to catch up with?? and potentially surpass????the West.

Japan?s technology obsession and idiosyncratic social traits make it a fascinating case study of the early Hybrid Age. Japan already has 38 of the top 50 cities ranked by speed of Internet connection. Its resilience as a society is demonstrated by its ability to rebound from the 2011 earthquake and tsunami, keeping supply chains intact and rebuilding coastal communities. More broadly, Japanese society has embraced robots to such an extent that it seems to prefer a man-machine hybrid civilization to an ethnically mixed one. Robots are increasingly employed in building homes, caring for the elderly and even entertaining the masses???witness Hatsune Miku?s sold-out holographic concerts.

But there are costs to such a rapid embrace of robots: Males unable to meet traditional expectations become alienated and retreat into Internet addiction and virtual companionship, accelerating a decline in the birthrate. If any country becomes the first to feature human and robot citizens fruitfully co-creating a new hybrid culture, it is likely to be Japan?? but it needs to make sure there are enough humans there to enjoy it.

Singapore, once a colonial swamp governed from India, is today a seamlessly efficient cosmopolitan world capital of finance and, increasingly, innovation. Indeed, the lack of natural resources has made it an innovator in the most (un)expected areas, from fuel refining to water desalination. Now its Biopolis and Fusionopolis complexes aim to capture the edge in life sciences and immersive media. Peter Schwartz likes to call Singapore ?the best-run company in the world,? and indeed it is the leading role model in city-state Technik for entities from Abu Dhabi to Moscow to Kuala Lumpur. It must, however, evolve its political and educational systems to ensure that its own people are innovating in addition to all the talent it imports.

Finland, the so-called ?open-source nation,? is a leading Western example of Technik. Finland?s sophisticated population has embraced the digital life and pioneered mobile technology (Nokia) and an open-source operating system (Linux). In Helsinki, mobile phones are as much for banking and street navigation as for communication. In no other country does one so strongly feel that a mobile phone is part of one?s identity. It cannot be the weather that has earned the country the second position worldwide in the United Nations World Happiness Report.

Israel presents another example of rising Technik. Not only has it made major investments in biotechnology and other strategic sectors, but for several years its chief scientist gave out nonrecourse loans to more than 4,000 startups. Rwanda, Mongolia and many other nations are seeking to copy Israel?s blueprint as the ?startup nation.? Technology will long outlast the United States as Israel?s key ally.

Even a country still as overwhelmingly poor as India can elevate its Technik. Its mobile-phone penetration rate is skyrocketing, a biometric national identity card scheme is gradually delivering rights and services to hundreds of millions of previously disenfranchised citizens, digital kiosks in dusty villages are spreading access to information and education, and a sophisticated Right to Information Act requires publishing all laws on the Internet. Parts of India such as its tech hub, Bangalore, represent the leap from an agricultural to a service economy in a single generation.

The United States is home to some of the key pioneers of Technik, whose innovations help society adapt to the future?? yet it struggles to keep first-mover advantage over their innovations. Semiautonomous government agencies such as the Defense Advanced Research Projects Agency (DARPA) have invented technologies?? from the World Wide Web to robotic exoskeletons????that eventually gained widespread application. However, the U.S. share of global R&D, like global GDP, has fallen to around 20 percent, and since not enough of those funds are devoted to commercialization initiatives, the United States sometimes has to buy things it invented a decade ago from competitors abroad. Fortunately for America, it is still home to most of the world?s ?silicon superpowers?: IBM, Google, Cisco, Apple, Microsoft and more. Those companies? hardware and software platforms are the foundation for almost endless innovation by diverse users worldwide, a contribution no Europeans or Asians can match. Technik is big business: Led by American ingenuity, we are entering the age of the $1 trillion corporation?? ?and the first to cross the mark probably won?t be one of the usual suspects but a manufacturer of 3-D printers that allow anyone to turn virtual designs into physical objects.

IBM is perhaps the leading example of how firms themselves should perpetually seek to upgrade their Technik. Having spun off its hardware production divisions over the past decade, IBM now invests in artificial intelligence, nanotechnology, clean energy and devices for high-tech health care. As a globally integrated enterprise with almost 500,000 employees worldwide (including 100,000 in India alone), it is also a de facto leader in spreading Technik to other societies. For its part, Apple exhibits the clever trait of creativity with control, bringing large swaths of humanity into its exclusive orbit of products and interfaces. Its $100 billion in cash outstrips the GDP of more than 100 individual countries. Apple products are undeniably one of America?s most coveted exports.

Even companies in traditional sectors can demonstrate enormous staying power and Technik by diversifying businesses, exploring new markets and hedging risk. For example, super-major oil companies such as BP and Chevron are among the leading investors in clean energy, and Coca-Cola and McDonald?s own a growing share of the health food sector. Large players constantly ?spin in? dynamic newcomers, incorporating their innovations and modifying their business models to stay on top.

The struggle to attain Technik could become the new global class struggle: those whose wages and quality of life benefit from technology versus those perpetually lagging behind prevailing standards. In the new global class struggle, there would be no clear geographic boundaries such as North and South, since the disparities of Technik exist?? ?and could widen????both across and within nations and cities. Technik is therefore a quality we must all strive for: whether as individuals, companies, communities, cities or countries.

FACT CHECK: Romney's immigration promises

(AP) ? President Barack Obama flatly blamed Republicans on Friday for failing to support immigration reforms in the last few years.

But Obama didn't tell the whole story in his speech to the National Association of Latino Elected and Appointed Officials. His own Democratic colleagues had a hand in defeating one immigration bill two years ago.

A day earlier, presumptive GOP presidential nominee Mitt Romney promised in a speech to the same group that he would ease the path to a green card, fix a complicated and cumbersome system to let farm workers into the United States and finish a high-tech fence along the Mexican border. He was glossing over how difficult some of those changes could be. Some already have been tried, with little or no success.

Here's a closer look at Obama's statement, Romney's assertions and how they match up with the facts:

OBAMA: "We should have passed the DREAM Act a long time ago. It was written by members of both parties. When it came up for a vote a year and a half ago, Republicans in Congress blocked it. The bill hadn't changed. The need hadn't changed. The only thing that had changed was politics."

THE FACTS: Five Senate Democrats voted against sending the DREAM Act to the Senate floor for full consideration. The bill would have created a path to citizenship for many young illegal immigrants brought to the United States as children. Last week, Obama announced plans to stop deporting illegal immigrants who would have qualified for the DREAM Act. The policy change does not include a path to citizenship.

ROMNEY: "As president, I'd reallocate green cards to those seeking to keep their families under one roof. And we will exempt from caps the spouses and minor children of legal permanent residents. And we will eliminate other forms of bureaucratic red tape that keep families from being together." He added: "And if you get an advanced degree here, we want you to stay here. So I'd staple a green card to the diploma of someone who gets an advanced degree in America."

THE FACTS: It's unclear whether Romney would have the authority if elected president to change the way green cards are issued, or whether he would need help from Congress. It is Congress that sets the annual limits for visas for foreigners who have advanced degrees in certain fields of science, math and other professions. Lately, Republicans and groups representing U.S. workers have blocked legislative attempts to increase those limits.

Advocates for immigration reform have long argued that the president can use executive powers to relax or change various immigration regulations. President Barack Obama has done that twice in the last year. First, he allowed prosecutors discretion to focus deportation of illegal immigrants on those with a criminal record or who otherwise pose a threat. Last week, he announced plans to stop deporting many young illegal immigrants brought to the United States as children who have not committed a crime in the U.S. and to grant them work permits.

Republicans have argued that Obama stretched his authority, but Romney seems to be suggesting he, too, could act alone to make broad changes.

And Romney's proposal for keeping educated foreigners in the U.S. isn't original. Obama, in a May 2011 immigration proposal, called for "encouraging foreign students to stay in the U.S. and contribute to our economy by stapling a green card to the diplomas" of those with advanced science, technology, engineering and math degrees.

ROMNEY: "I will work with states and employers to update our temporary worker visa program so that it meets our economic needs."

THE FACTS: Temporary and seasonal workers are considered a necessity for the U.S. agriculture industry, but importing legal workers has proved difficult. The Labor Department's visa program for temporary seasonal workers has long been viewed as costly, cumbersome and inefficient.

Several attempts to overhaul it that included a path to legalization for the workers have been blocked in Congress. Republicans have repeatedly said that any immigration bill offering a path to legalization would not win their support.

ROMNEY: "We should field enough Border Patrol agents, complete a high-tech fence and implement an improved exit verification system."

THE FACTS: Romney's plans don't take notice of what's already been done, including record-high staffing levels along the border and the failure of a Bush-era virtual fence plan.

The Border Patrol has more than 18,500 agents working on the southern border. In the year budget ending last September, agents apprehended about 340,000 illegal immigrants, the fewest in nearly 40 years ? an average of 18 apprehensions per agent. The decrease in apprehensions has been linked to a weak economy producing fewer jobs in the U.S. and to more law enforcement agents and technology being deployed along the border.

Under the Bush administration, the government built hundreds of miles of fencing along the Mexican border. A planned virtual fence was also started, but then scrapped by the Obama administration in 2010 after the project was deemed a failure. About 53 miles of virtual fencing is in place, at a cost of about $1 billion.

An exit verification system has been sought since after the Sept. 11, 2001, terrorist attacks, but efforts to build one have been repeatedly stymied, most often because of the projected costs. Earlier this year, John Cohen, deputy counterterrorism coordinator for the Homeland Security Department, told a congressional panel that the agency was finalizing plans for a biometric data system to track who leaves the country and when. He didn't give details.

(AP) ? The red and blue T-shirts that Mitt Romney campaign volunteers wear in Virginia feature a digital code that voters can zap with their smart phones to learn more about the Republican presidential hopeful.

The volunteer "data captains" who staff President Barack Obama's 30 re-election offices in Florida process reams of material generated by local phone banks that will be mined by the campaign's organizing teams.

The presidential ground game has gone high tech, marrying old-school organizing work with innovative digital tools.

Four years after the 2008 Obama campaign revolutionized the use of the Internet for fundraising and communication with supporters, both the Obama and Romney teams are using digital technology to streamline the labor intensive work of mobilizing voters in battleground states such as Virginia and Florida that are expected to decide the outcome of the contest.

The efforts range from the relatively straightforward ? both campaigns have mobile "apps" to engage volunteers ? to the more ambitious, like the Obama team's new Dashboard platform designed to help volunteers connect with the campaign both online and in the field.

The ground game is just one piece of a presidential campaign's multi-pronged effort to identify voters and get them to the polls, along with staples such as events, direct mail and television and radio advertising. And technology can't fully replace the phone banking and door knocking that ultimately make a ground game successful.

Republicans once had the edge on Democrats when it came to micro targeting, with former President George W. Bush's political advisers taking the lead on identifying voters through their activities, television viewing habits and magazine subscriptions. Such techniques helped Bush narrowly defeat Democrat John Kerry in 2004 despite an ambitious field organizing program waged by labor unions and others supporting Kerry's candidacy. Labor unions are expected to help with Obama's field operation this time, and some Republican-leaning independent groups say they, too, will invest in ground game efforts to help Romney.

The tech-forward Obama team far outpaced John McCain's campaign in the use of technology in 2008, and Republicans continued to lag in subsequent years during Michael Steele's tenure as head of the Republican National Committee. But this year, the Obama and Romney campaigns are both actively pursuing ways digital technology can help them streamline the often cumbersome process of executing a field program and build their databases more quickly to identify and mobilize supporters.

"In a very close election like this one is expected to be, turnout makes a difference and that means the ground game might make a difference," said Chris Arterton, a professor of political management at George Washington University. "We are clearly also in a transition period where people are figuring out how to use digital mobilization and marry that to real, in-person contact, and whether it can be used as an effective weapon."

So far, the Obama campaign is far ahead of the Romney team in applying technology to field organizing ? from robust state-by-state Facebook pages and Twitter feeds to the Dashboard tool unveiled by the campaign last month.

Stung by criticism for letting its much-vaunted online army all but dissipate after the 2008 election, the Obama team has taken aggressive steps this time to integrate its field and online programs. The Dashboard platform, officials said, is the campaign's most visible effort to treat all volunteer activity as the same whether it's done from home, in a campaign office or on a street.

Supporters interested in helping the campaign can sign up through Dashboard, where they are assigned by ZIP code to a local team leader. They're then offered a range of volunteer opportunities ? from registering voters to going door-to-door to making get-out-the-vote calls. All of those efforts and the data they generate are monitored and tabulated by the team leader, who is responsible for all volunteer activity, both online and off, in his or her geographical area.

"Think of Dashboard as an online nationwide field office," Obama field director Jeremy Bird said in a video announcing Dashboard last month, calling it a way to join other volunteers "who have stepped up to register, persuade and turn out the voters in your community."

The Romney team is moving quickly to execute its own digital field program while insisting it's not trying to compete tool-for-tool with the Obama operation.

"We don't define our success by vanity metrics, rather by actionable, defined items that will help us be successful in November," Romney digital director Zac Moffatt said. "Digital should be a platform to make things easier. We don't have to match the Obama folks, we just have five or six things we need our digital program to do."

The Romney team last week instituted a digital ticketing program for campaign events across the country. To attend an event, supporters must furnish their contact information, which the campaign will use to invite them to other events and ? more importantly ? build a voter list. The Romney campaign also recently adopted the use of Square, a mobile phone payment system developed by Twitter that allows people to swipe credit cards easily using a mobile phone or laptop.

Such tools "are a value proposition for both sides," Moffatt said. "We get to collect more data and have a better conversation with our supporters."

On a recent day in northern Virginia, volunteers were heading to a local county fair dressed in red T-shirts proclaiming "Tell Obama ? Keep the Change." But the shirt's real added value was the black geometric pattern called the QR code, allowing the voter direct access to a campaign web page ? and giving the Romney team their contact information ? through a single key stroke on a smart phone.

Pete Snyder, a longtime social media marketing executive who chairs the Virginia Victory Fund, a statewide program to assist Romney and other Republican candidates, said improving the campaign's use of technology has been among his top priorities.

"If you look at 2008, there was a real technology gap. We're light years ahead of where we were," Snyder said, saying his goal was to apply technology in a way that would triple the get-out-the-vote program that helped elect Republican Gov. Bob McDonnell in 2009, just a year after Obama became the first Democrat to carry Virginia in a presidential contest since 1964.

"What we've built from scratch is going to be pretty lethal come November," Snyder promised.

2293- Aliens afflicted with a sentient virus known as "The Herras Virus," which transforms victims into bloodthirsty beast-like beings, replacing limbs with tentacle-like appendages capable of tearing flesh. Colonists fight for dominance.

2295- Neurophage spreads to Borg.

2296- Earth military forces continue to destroy each other. Earth's life forms dying out. Neurophage mutates, afflicted experience hightened brain activity. Arctic wildlife become extinct from global heat wave.

2297- African-Asian Alliance colonists attacked by Threshians, AAA-Threshian War commenced. Herras Virus spreads to planet "Igo," victims attack unwary civilians. Military retalliation too late. Planet goes dark. Earth's water begins to dissipate.

2299- Civilians begin evacuate Earth daily, fleeing to open-armed colonies. Gunslingers Union establish galactic Bounty Board for Union members. Mercenaries assault Thresians on AAA colony "New Egypt." Intergalactic currency established, called "Tears."

2302- Western World Covenant completes construction of secret Galactic Flag Ship "Behemoth." Borgs advance on human colonies. Neurophage-persons experience minor telekinetic abilities.

2307- Earth becomes completely inhospitable. World leaders evacuated. Military strength of the alliances dwindle, leaving few forces to defend the dying planet. Thresians defeat AAA colonists and ally with WWC who wish for peaceful settlement of galactic colonies. EAU colonists discover derelect prison ship, GES Ouroboros drifting in deep space.

2308- Forces in the dark begin to stir....

2310- Earth is now a deadzone for all remaining individuals. Nuclear warheads removed from Earth. WWC establishes embassy on Threshian home planet "Vagan'na."

2311- Earth is completely void of life. All surviving humans become colonists, alien species prove either accepting or hostile. The Neurophage has mutated extensively, earning the new name "Telephage." Gunslingers Union becomes large industry. Pirating and treasure hunting increase. WWC and EAU skirmish on the colony "Ascention." Threshians encounter new life form underground.........The shadows conspire, and the cosmos hide the inner workings behind a veil of stars.
